On June 9, 2025, the court granted Plaintiffs' preliminary injunction with respect to some of the provisions of the executive orders, namely the certification and termination provisions.

On August 7, 2025, Defendants appealed the decision on the preliminary injunction to the Ninth Circuit Court of Appeals.

On February 5, 2026, an order was filed that the proceedings in this case will be paused pending the Ninth Circuit's decision in Thakur v. Trump and the Supreme Court's decision in Little, Governor of Idaho v. Hecox.
